MID SEASON 2006-2007 WRESTLING RULES INTERPRETATIONS

 

1. The following information comes from the NYSPHSAA State Wrestling Committee

    Meeting on Jan. 9, 2007:

 

    a. A team may wrestle a double dual at 1 school but cannot wrestle one dual meet at

        one school and then travel to a different school for a second dual meet on the same

       day.

        (#contests in one day =1)

    b. The referee declares a wrestler ineligible at matside check as proper skin form is not

        presented. Committee decided that ethically, the coach of the disqualified wrestler

        should inform the opposing coach as their wrestler is incorrectly listed as eligible on

        the weigh in sheet.  Note: wrestler has until it is time for him to compete to produce  

        the proper form.

    c. Mouth Guard: Add to information issued in Pre Season Rules Update (11/07)

       A mouth guard or orthodontic strip that covers both the upper and lower braces is 

       acceptable.  Wax is not acceptable. 

    d. In a dual meet tournament:

           1) A wrestler cannot weigh in at one weight on the first day and a second weight

                on the second day.  The first day counts toward the 50% rule.

   

           2) A wrestler who misses the Day 1 weigh in for any reason cannot weigh in and

                wrestle on Day 2.  The Day 1 weigh in entered the wrestler into the tournament.

 

2. From NYSPHSAA Office 1-11-07

 

    Please be advised that the NYSPHSAA wrestling programs will adhere to the National

    Federation Rule 4-5-5 as it pertains to additional weight allowance. (The 2006-2006 

    NYSPHSAA Handbook (and NYSWOA Green Book) are no longer correct.)

    “When there are consecutive days of team competition, there shall be a 1-pound

    additional allowance granted each day for all wrestlers up to a maximum of two

    pounds,  In order to be granted this 1-pound additional allowance, a minimum of 48

    hours advance notice is required for the opponent(s).”

 

3. Ineligible wrestlers

    a. Officials should check weights at the table to avoid ineligible wrestlers from

        competing in the wrong weight classes.

    b. If an ineligible wrestler does compete and this is discovered prior to the end of the

        meet, forfeit that match but complete the meet.

 

4. Assistant Referee (separate attachment with updated guidelines)

 

 

 


 

ASSISTANT REFEREE

 

 

1. You are to "assist" the referee is ensuring the fairest match possible.

 

2. Verbal communication between the assistant referee and referee is necessary concerning stalling, line calls, illegal holds, technical violations and time remaining in the period.

 

3. When the assistant referee disagrees with the referee, it is mandatory that the assistant referee immediately brings it to the referee's attention.

 

4. When the assistant referee disagrees with the referee, the match should be stopped as soon as it is practical and an official timeout will be indicated. The assistant referee should avoid interrupting the match while significant action is in progress.

 

5. When necessary, the assistant referee and referee should meet quickly at the edge of the mat away from the wrestlers, coaches and scorer’s table to discuss the disagreement.

 

6. An assistant referee may support, disagree with, or have no opinion relative to a decision. However, the referee should prevail in the event of a disagreement.

 

7. When a decision is reached, the referee should inform the scorer's table of any change in the match scoring.

 

8. The referee, assistant referee, and two contestants are the only individuals permitted to step onto the wrestling mat. Coaches are not permitted to address the assistant referee.

 

9. If the assistant referee determines that a coach, contestant, or other team representative is in violation of rules pertaining to unsportsmanlike conduct, control of the mat area or questioning judgment, the assistant referee should notify the violator and the referee when appropriate. The referee shall inform the scorer's table.

 

10. In the pre-match and post-match periods, and until the referee signs the bout sheet, the assistant referee should position himself on the opposite side of the mat from the scorer's table, observing the wrestlers, coaches, and table activity. Remember: first on the mat - last off the mat.

 

11. Help with dangerous situation during out of bounds calls, otherwise straddle the out of bounds line on the opposite side of the referee.

 

12. During a match and for most wrestling situations, remain approximately 180 degrees from the referee.

 

13. Always let the referee have the best position.

 

14. During referee's position starting, stand to the rear and to the side of the wrestlers - approximately 90 degrees to 130 degrees to either side or front.

 

15. During neutral starting position, stand to the opposite side of the referee.

 

16. During most situations, stay out of the wrestling area.

 

17. During pinning situations, move into wrestling area if necessary and take the position to observe illegal acts or technical violations. Adjust to referee's position.  The assistant should not be down on the mat. If the situation permits, count down the time at end of periods.

 

18. Whenever wrestling begins/resumes and after legal start, make sure time clocks begin appropriately.

 

19. If action permits, observe time expiration at the end of a period. However, during action at the end of a period, it is more important to assist the referee with his call.

Assistant should let referee know when there is about 15 seconds left in a period.  Buzzer, horn, and/or tapper should suffice, especially with two referees.

 

20. If referee goes to the table for any reason, remain in the center of the mat with both wrestlers.

 

21. During injury, recovery or bleeding time out, if you or the referee do not have a personal stopwatch, you should get a clock from the table and take it so you are close enough to advise the coach and contestant of the amount of time used.

 

22. Help with crowd control at table during a controversial situation.  Remember procedures for rendering a decision: a preliminary decision shall be discussed with both coaches; after their response, a final decision will be rendered.

 

23. Do not take part in a conference with a coach unless requested by the referee.

 

24. If the assistant observes interlocking hands or grasping clothing, the proper signal should be given immediately and the assistant referee should inform the referee of the infraction.

 

25. Assistant should always know what the correct score is and be sure all points are on the scoreboard. If the scoreboard is not reflection the correct score, the assistant referee must bring it to the referee's attention as soon as there is no significant action.

 

26. During any headlock, the assistant should be in position to observe that the headlock remains safe and legal and should verbally inform the referee of any change from legal to illegal.
